Quebec Immigrant Investor Program

Highlights of requirements


Must enter into investment agreement with financial intermediary that has signed participation agreement with Ministère and with Investissement Québec – Immigrants Investisseurs Inc. • Financial Intermediary is responsible for making investment contribution on your behalf


• 2 years management experience obtained within the last 5 years prior to application


• Net Worth of at least $2,000,000 CAD. Can be combined net worth of spouse / de facto spouse accompanying you to Quebec • Must show legal proof of net worth


• French Language proficiency: • Equivalent to level 7 or above according to the Échelle québécoise des niveaux de compétence en français (Québec scale of French proficiency levels).


• Investment Obligations: • Within 5 days following request from Ministère, financial intermediary must make 5 year term investment of $1,000,000 CAD and financial contribution of $200,000 to Investissement Québec – Immigrants Investisseurs Inc. • The investment is guaranteed by the Gouvernement du Québec. • At the end of your investment, your financial intermediary will reimburse the amount of $1,000,000 CAD without interest, within 30 days.

Provincial Nominee Program (PNP) for Business Investors

Immigrate as a business investor in the Provinces

 Manitoba: Business Investor Stream (BIS) 

  • Net worth of $500,000 CAD

  • Minimum investment is $250,000 CAD for businesses situated in the Winnipeg Metropolitan Region

  • Minimum investment is $150,000 CAD if a business is situated outside of the Winnipeg Metropolitan Region.

 BC Entrepreneur Program 

  • Net worth of $600,000 CAD

  • Establish an eligible new business or buy and improve an existing business

  • Make an eligible personal investment of at least CAD$200,000 in the business

  • Create at least one new full-time job for a Canadian citizen or permanent resident

 Saskatchewan Entrepreneur Program 

  • Net worth of $500,000

  • At least 3 years relevant business experience obtained in the past 10 years

  • Plan to invest a minimum of $300,000 (CAD) in Regina and Saskatoon, or a minimum of $200,000 (CAD) in all other Saskatchewan communities.
